2. 技術交易雙方于2020年1月1日以后簽訂責權利明確的技術合同，在“江蘇省技術合同認定登記系統”完成登記（關聯交易除外）。

3. 技術合同執行期不少于1年，合同成交額達20萬元及以上。技術合同簽訂的當年度，技術吸納方實際支付金額不少于5萬元。

4. 技術吸納方須為江蘇境內注冊的企業。
